  HOW IS THE BUDGET "CRISIS" AFFECTING US?

 The following Statement was released on Feburary 3, 2009 by 
    Alan Jessen, DVM, Director of Residential Programs at the 
               Veterans' Home of California at Yountville:

 
                       
NOTICE TO HOME MEMBERS 
           IMPACT OF STATE MANDATED FURLOUGH DAYS 
                     ON VETERANS HOME OPERATIONS

Due to the current situation with the State of California's budget, the Veterans Home is implementing the mandated state employee furlough program beginning Friday, February 6, 2009. Furlough days will fall on the first and third Friday of every month from February 2009 to July 2010. Services on furlough days will be similar to those normally provided on regular state holidays, with some exceptions.

Services and Programs that will be REDUCED:

1.  There will be no mail service to Sections on furlough days. If you want mail service on all federal mail service days you may wish to consider obtaining a mail box at the Veterans Home Post Office.

2.  The Home’s bank will be closed on furlough days.

3.  Business offices will be closed on furlough days, including Administration, Public Information, Finance, Patient Benefits, Health and Safety, Quality Assurance, Human Resources, Volunteer Services, Central Supply, Plant Operations, Property, Purchasing, Residential Care Services, Veterans Claims Office, Medi-Cal, and Social Work Services.

4.  The Ambulatory Care Clinic will remain open on furlough days, but will have reduced services. There will be two doctors on duty, one for drop-ins and one for limited appointments.

5.  Transportation will be available. The Bear Flag Bus will be running normally.  Transportation will be available for emergencies and dialysis.

Services and Programs that will NOT BE AFFECTED by the furlough:

1.   Post Fund Enterprises Services (Coffee Shop and Tavern), Post Exchange Store (BX), Creative Arts Center, Chaplaincy, Security (but no ID Badges), Fitness Center and Library.

2.   The Member Helper Program will NOT be affected.
The furlough will not affect your stipend but may require some scheduling changes to when staff members are present.

This plan is subject to change as the state-mandated furlough situation continues to evolve. We will do our best to keep you informed as we learn more. If you have concerns or questions about any service, we recommend contacting the service prior to the furlough day to obtain clarification and make other arrangements as necessary. Please be assured that the Home's management and the California Department of Veterans Affairs are doing all possible to minimize impact on Home Members during this difficult period for the state and national economies.
